Rugor Nass serves as Boss of the Gungan High Council, ruling over the amphibious inhabitants of Naboo’s underwater cities from his grand throne in Otoh Gunga. Standing tall with the characteristic long-stalked eyes and distinctive vocal patterns of his species, he commands respect through both his imposing presence and political acumen. The Gungan leader initially appears in flowing ceremonial robes that reflect his high station within their society’s complex hierarchy.
When Queen Amidala’s forces sought refuge during the Trade Federation’s occupation of Naboo, Nass found himself at the centre of a crucial diplomatic moment. His initial reluctance to become involved in “Naboo business” reflected the long-standing tensions between the planet’s human settlers and the native Gungan population. The species had maintained separate civilisations for generations, with little cooperation between their respective societies despite sharing the same world.
The crisis ultimately transformed Nass from an isolationist leader into a key military ally. After Jar Jar Binks brought the human delegation before the High Council, diplomatic negotiations led to an unprecedented alliance between the two peoples. Nass agreed to provide the Gungan Grand Army to create a diversion whilst Amidala’s forces attempted to recapture the capital city of Theed.
Following the successful liberation of Naboo, Nass participated in the victory celebrations alongside the human population, marking a new era of cooperation between the previously divided inhabitants. His decision to break with isolationist traditions proved instrumental in securing freedom for all of Naboo’s citizens.
