During the Clone Wars, Tarkin served the Republic with distinction, catching the attention of Chancellor Palpatine through his strategic mind and shared belief in the necessity of fear as a governing tool. This relationship proved pivotal as the Republic transformed into the Empire, with Tarkin becoming one of the new regime’s most trusted architects of oppression. His development of the Tarkin Doctrine—the principle that fear of force could be more effective than force itself—became a cornerstone of Imperial policy.
As Grand Moff of the Outer Rim Territories, Tarkin oversaw the Death Star project, viewing the massive space station as the ultimate expression of his doctrine.
