Mafalda Hopkirk serves as an assistant in the Improper Use of Magic Office within the Department of Magical Law Enforcement at the British Ministry of Magic. Her role involves monitoring and investigating breaches of magical law, particularly those committed by underage wizards. Throughout the series, she corresponds with Harry Potter regarding various infractions, including the illegal use of magic outside Hogwarts and in the presence of Muggles.

Born between the early 1950s and 1973, Hopkirk represents the bureaucratic machinery of the wizarding world’s government. Her position requires meticulous attention to magical violations and the enforcement of statutory regulations.
