Originally the Governor of Lothal during the early days of the Empire, he initially worked within the system, believing he could protect his people through cooperation with Imperial authorities. This approach ultimately failed when he attempted to speak out against the Empire’s increasingly harsh treatment of Lothal’s citizens, resulting in his imprisonment and the installation of a more compliant Imperial governor.
His time in an Imperial prison proved transformative, stripping away any remaining illusions about the regime he once served. During his incarceration, he encountered Ephraim and Mira Bridger, the parents of future rebel Ezra Bridger, who were imprisoned for their own anti-Imperial broadcasts.
