Standing tall with distinctive blue skin and prominent head-tails, this Chagrian politician emerged as one of the most influential figures during the galaxy’s transition from Republic to Empire. Originally from the aquatic world of Champala, he carved out a powerful position within the Galactic Senate, eventually becoming Vice Chair under Supreme Chancellor Palpatine’s administration.

Throughout the Clone Wars era, he demonstrated unwavering loyalty to Palpatine, facilitating the Chancellor’s gradual accumulation of emergency powers. His political acumen proved instrumental in legitimising many controversial decisions, including the creation of the Grand Army of the Republic and various wartime measures that eroded democratic institutions. When Palpatine transformed the Republic into the Empire, this trusted ally seamlessly adapted to serve the new regime.

Following the Emperor’s death, he found himself in an precarious position as one of the few high-ranking Imperial officials remaining on Coruscant. Rather than flee, he assumed control of the planet’s provisional government, attempting to maintain Imperial authority whilst navigating the chaos of the Empire’s collapse. His survival instincts and political flexibility became crucial as he worked to preserve his own position amidst the shifting power dynamics.
